Yes. Any district is in the position of determining its curriculum based on state guidelines and budgetary considerations. In RISD, there are a number of programs currently established at the elementary level designed to allow students to begin a second language as soon as possible. However, decisions for such instruction are made at the campus level, and each campus must place the needs of its students over all other potential enhancements and programs.
