Yes, as this will allow the applicant to solve any reason for not passing the administrative screening, and/or improve the content of the proposal. However, there is no guarantee that the themes of focus in following calls for proposals remain the same. Applicants should make sure that the application re-submitted still complies with themes of focus specified.
