Deliberation is considered to be the discussion of agency business for the purpose of making a decision. Agency business consists of the framing, preparation, making or enactment of laws, policy or regulations, the creation of a contractual liability, or the adjudication of rights, duties and responsibilities. This does not include administrative actions. Administrative actions are the execution of policies relating to persons or things that were previously authorized or official actions of the agency which were adopted at an open meeting. Administrative action does not include the deliberation of agency business.
