Can a property manager hold my security deposit because my landlord is not a licensed broker?

After 2 years, my landlord has decided not to use the property manager anymore and take on the rental responsibilities. The property manager is informing me that my security deposit cannot be sent to me unless I move from the property nor the landlord because they are not a licensed broker. They say that Florida law states they could only transfer funds from one licensed broker to another. Is this true and if so what florida statute would this be?
