Can a project pay more than appraised value for property rights (easement or fee title)?
Response: The FPCP can only pay appraised value based on an approved appraisal, unless there are critical reasons to pay more, and the overpayment must be justified and approved by the State. If the overpayment comes from a non-State source, paying more than appraised value is allowable if the sponsoring agency is willing to pay the higher amount and has the additional funds available without impacting portion of the budget funded by the FPCP grant.
