If the mains supply to the dispenser is interrupted then clearly the water from the dispenser will stop working. In addition if the unit is a tank chilled dispenser then its not un common for the unit to pour water faster than the tank fills. During times of high usage this can result in significantly reduced flow rate and water not being as cool.
