Yes, a player may participate in games and practices if they first, have a signed note from their doctor allowing participation, and second, have attached some sort of padding protection to the cast so that it will not injure them or another player who may come in contact with the cast. As always, the referee has the final say whether or not the player will be allowed to play even if you have a doctor’s note. We must have a copy of the doctor’s note at city hall and you must have one for an official to even consider allowing the player to participate.
