Can a person with a felony retail theft conviction obtain a passport, specifically to travel to Mexico?

i was convicted of retail theft (misd) in 2000 and retail theft (felony upgraded with prior) in 2003. i am not on probation at this time. my question is, can i obtain a passport and travel to Mexico with a felony retail theft conviction. please, i know that theft is wrong, i’ve dealt with this part and am ashamed, right now i just want to know if i can travel outside of u.s. the internet info is vague “not all felony’s prohibit international travel..” is what it says. thank you! A: You can get a passport since you have completed your jail time and parole/probation. If you can enter Mexico is up to Mexico and will be determined for each case. You should contact the nearest Mexican consulate or embassy.
