Because there are so many handoffs and antenna registrations along the way, and just about all of those are logged by each of the steps along the way. If I am on a Verizon phone and terminate to a Cingular cell phone, my number will be collected by Verizon, Cingular, and any number of intermediate carriers. This information is carried whether the person has caller-ID on or off – it is known as ANI (automatic number Identification) and accompanies the call no matter what. Basically, just because the person receiving the call doesn’t know the caller, it doesn’t matter. The phone company knows all. Now that doesn’t mean that the FBI automatically gets the information – they would have to request it from the various phone companies.
