Can a person born blind experience visual hallucinations?
I would say no. If they are born blind, then that person’s vision has not functioned from birth to present, meaning no input has ever been received via that specific nerve path. Without ever experiencing vision, one would have no way of mentally creating what people, things, colors, or shapes to hallucinate. The brain of an individual cannot make use of optic nerve pathways if they have never functioned before.
