Can a person apply directly to the ICF/MR and begin receiving services without also applying to the single point of entry?
If the services are to be paid for under the ICF/MR reimbursement regulations administered through DBHS, they must first be screened by the single point of entry, the CDDO, and meet the eligibility requirements. If the person is a private pay or has other sources to buy the service and if they or the ICF/MR are not concerned with whether or not the services will be paid for by state and federal dollars, there is no enforcement mechanism which will make them apply through the single point of entry.
