Can a permanent resident travel to canada without a greencard?

My wife (she’ll be a permanent resident alien) will be coming to USA next week and we’re planning to go to Canada soon. She won’t have her greencard for a few months. Is it possible to travel to Canada with only her Indian passport (it would have the US visa affixed on it with the alien number I presume).
