Can a passenger use the TSA baggage lock for travel in Canada?
With respect to screening procedures at Canadian airports where CATSA operates, if a checked baggage warrants further screening, we apply the reconciliation rule. This rule means that when checked baggage requires a manual search, screening officers are not permitted to search without the authorization of the passenger. If the checked baggage is locked and is deemed to require further inspection, screening officers are not authorized to break the lock. Any departure or transfer originating in the United States is subject to the policies and regulations imposed by the Transportation Security Administration (TSA).
