Yes, NPT parties can participate in an effort to seize WMD-related shipments. As part of a PSI action, partners may be called upon to provide technical, security, or legal assistance, depending on the circumstances. In such cases, states would, of course, need to abide by their obligations under the NPT with respect to disposing or safeguarding of materials.
