The Parish Council rarely, if ever, meets as a Council unless the pastor is present. The council exists in part as the pastor’s official parishioner advisory body. The council can exert its “influence” only when the pastor is present to receive their advice. The current template for parish council Constitutions found in section 14 of the parish council manual (and on-line on the archdiocesan web-site) states in Article IV. Section 2: Special meetings may be called by the chairperson, pastor or a quorum. A quorum consists of two-thirds of the total membership and includes the pastor.
