It is possible for a ‘paper airline’ to open a Trader account prior to receiving an operating licence, provided an IATA or ICAO operator code has been assigned. A ‘paper airline’ can post slot requirements and agree to acquire slots from another airline, but the transaction cannot be completed until a valid operating licence is held.
