Yes. Noncompetitive “presale” lease offers can be withdrawn by the offeror any time prior to issuance of the lease. Noncompetitive “postsale” lease offers may be withdrawn by the offeror if the withdrawal request is received in the proper BLM office within 60 days of filing the lease offer and prior to lease issuance. If a postsale offer is withdrawn 60 days after the date of filing, the lands would continue to be available for noncompetitive leasing for the remainder of the two-year period.
