No. A non-dual status technician is an employee who is assigned against an ART position but who has lost active membership in the Reserve for reasons beyond his or her control. For RIF purposes, a non-dual status technician is in a separate competitive category from ARTs. These employees cannot “bump” or “retreat” to other ART positions because they are no longer militarily qualified.
