No. The Social Security Administration does not assign an SSN to a non-citizen solely for the purpose of obtaining a driver’s license. In general, only non-citizens who have permission to work from the Department of Homeland Security can apply for a Social Security number. If they do not have permission to work, they may apply for a Social Security number only if the law requires them to provide a Social Security number to get general assistance benefits they already have qualified for. Lawfully admitted non-citizens can get several benefits and services without a Social Security number. For example, they do not need a number to register for school, apply for educational tests, obtain private health insurance, apply for school lunch programs or apply for subsidized housing.
