Can a newly qualified teacher begin induction if they haven passed the skills tests?

No. QTS is only awarded when trainee teachers have successfully completed all aspects of initial teacher training, including passing any necessary skills tests. Any induction undertaken prior to gaining full QTS does not count. See paragraph 2.20 of the Statutory Guidance on Induction for Newly Qualified Teachers in England (ref: DCSF-00364-2008).
