A male officer can certainly order a female out of a vehicle. There are no laws prohibiting it. And at least within my jurisdiction, there are no laws preventing a male officer from searching or “patting down” a female. Some police departments have an internal policy that specifies when a male officer can search a female. But its not illegal. Think about it. What happens when no female officers are available (out on other calls etc.)?
