Many rivers start in large bodies of water (lakes) and flow to the ocean. But not the other way round. Many rivers do have tidal estuaries. This means when the tide comes in, it flows up these estuaries for a number of miles bringing salt water with it. That is diluted by the fresh water coming down stream.
