Can a leg spin bowler also bowl off break?`?
Well there’s nothing stopping you if you could and really wanted to, except to bowl it to an acceptable standard you’d need to practice what is essentially a completely different hand and wrist action which would take time away from keeping on top of leg-spinning. But if you were a leg spin bowler of quality you should be able bowl googlie’s/wrong-un’s which spin the same way as the off-break, but have a more difficult flight path, more turn and are harder to pick. Plus the ideal speeds for off spin are noticeably higher than those for leg-spin and it would be easier for the batsman to pick if he was watching your hands. I suppose it could be a useful variation if you could master it. Although I’m pretty sure those rare “Carrom ball” bowlers can spin it both ways.
