NO. The landlord cannot directly or indirectly coerce, threaten, intimidate or harass a tenant or a member of the tenant’s family in retaliation for, or for the purpose of deterring the tenant from, making or intervening in a complaint or application because of a resort by the tenant to a governmental authority concerning the residential premises or of an attempt by the tenant to enforce or secure rights.
