Can a laminate floor be installed over rug padding?

It shouldn’t be done. Carpet underlay is usually to thick and flexible and won’t provide the needed support under the laminate. It will flex too much causing it to break apart. you should check on the box what type of underlay is recomended for that specific product. There are as many types of underlay as there are laminates.
