Can a January 2008 food stamp (FS) budget be used for a child placed in March 2008 to determine if the family meets the AFDC financial eligibility for Title IV-E funding?
Answer 5: No. The income figures from the food stamp budget for the month the removal was initiated or the voluntary placement agreement was signed and apply that income to in the 7/96 AFDC budget. The 2008 FS budget alone does not document AFDC financial eligibility. Note: If the FS budget was written in January for a six-month period of January through June, then the FS budget data is applicable to March for the removal month. Question 6: A child has been placed out of the home based on an Article 10 direct placement with relatives since June 12, 2007. A hearing was held in December when the child’s direct placement was extended based on the Article 10. Another permanency hearing was scheduled for June 10, 2008 and it was held. The family is willing to keep the child until June 25th only so she can finish school. Effective June 25th she will need to be placed in DSS custody because there are no other family members who are willing to take the child and the parents have not satisfied
