Can a individual experience the timing difference related to the other heavens (realms or dimension)?
Yes. When a person is involved in a near death accident, or a really bad accident where the individual knows they could have died. Their physical conscious state is transferred to their spiritual side. And because infinite laws begin to apply, the physical state of things happening around them slow up. As if all that were happening were going in slow motion (time dilation). This also applies to when you find yourself observing an event outside of your physical body. Everything still is in slow motion because when your consciousness is no longer connected to your physical body. Another dimension is revealed. And the laws of that other dimension are being applied.
