Can a homeless person be charged for house arrest?
First off, unless I read the question wrong being that you cannot be charged with house arrest you are put on house arrest after you have been charged with a crime. unless of course you mean,,the word arrest means to stop so if the homeless man were to stand in the street and physically block one of those big trucks that move houses then he could be charged with impeding public movement in a public place, 415. misdemeanor,,,or holding up traffic an infraction.
