A homeowner can not be “evicted” from their own property. If she is a renter, then yes. If this neighbor has dangerous dogs, notify your local Police Department and their Animal Control unit. They should be able to check on them. And no, they won’t tell the neighbor who notified them. If your niece owns the home next to this lady, she is pretty much screwed. There’s nothing illegal about shouting at someone for taking your parking space or popping her head over a bush. If she’s actually acting like a peeping tom and watching her dress or shower or something similar, then you can do something about it. But if she’s outside with her dogs and looking over the bush towards your nieces home, then nothing can be done. If there are other issues with this lady’s property (overgrown lawn, unregistered cars in the driveway, etc) then notify your city’s Code Enforcement Unit. They can do something about it.
