Any work you do prior to approval of your application is done at your own risk. However, you may be able to recoup pre-award costs of expenditures up to 90 days prior to the effective date of the award. The pre-award costs must first be reviewed by DOE to determine if they were incurred in direct support of an approved activity and if they meet the requirements of the appropriate cost principles. DOE will not consider any pre-award costs incurred before 2/17/09, the date the Recovery Act was signed. Any EECBG formula grant applicant that desires reimbursement for pre-award costs must include details on those costs in their application.
