Sure thing. Any country, regardless of their particular flavor of government, can overthrow the powers that be via revolution or legal reform. Also, there aren’t any countries that I’m aware of that haven’t experience some type of corruption. At some point in time somebody’s going to be corrupted. Most political frameworks don’t last too long (250 years seems about average) in a given country. Even the ones that seem to big to fail (Roman Empire, Ottoman Empire, Prussia…) eventually flop. What political system the country chooses next depends on the people and their particular grievances about the previous system. For example, the French had a bit of a problem with their king at the time and experienced some awful oppression under his rule, so it was off with his head.
