Yep, it can. On my car the fuel pressure regulator went bad. It was an automatic but now acted as a standard when taking your foot off the gas; the RPMs dropped to near idle. Had it fixed and that lasted a week. Took it back but they never did fix it properly the second time. However, it greatly effected my gasoline mileage. It went up! It went up a lot. Check your mileage. If it’s gone up, consider hanging on to it the way it is.
