Can a Friend or Relative Marry Us?
Vital Statistics will allow a private citizen to perform a marriage only if a registered Marriage Commissioner is in attendance to witness the ceremony as well as complete and file the necessary documents. Most Marriage Commissioners will charge their full fee for this service. In my practice, I do not endorse registration documents where I am not performing the entire ceremony.
