Yes, a foreigner can buy a property in Bulgaria without coming to the country, but he/ she has to authorize a third party (usually a Bulgarian solicitor or attorney) to act on his/ her behalf in front of the Notary Public. The buyer will send his/ her Bulgarian solicitor a Power of Attorney which has to be notarized in the home county of the buyer.
