It doesn´t matter if it is B2 or VWP, they are both intended for temporary visitors for business or pleasure. B2 might give you more time, if she gets a 6 month stay instead of 90 days. On the visa application she has to state that her husband is a USC, that might not work in her favor as they may suspect immigration intent and her visa application might be rejected. They are also going to ask why she needs a visa when she can just travel under the VWP. Just look at the evidence, foreign citizen already married to a USC, applying for a B2 to come as a tourist when she can legally travel under the VWP. It smells like immigration intent.
