No. Previously, U.S. law permitted persons entering on B-2 tourist visas to change to student status while in the U.S. This is no longer the case. A nonimmigrant wishing to study in the U.S. must apply from their country of origin or residence if they wish to study in the U.S. on an F-1 visa.
