Can a foreign-national H2B worker apply for a Green Card (permanent residency) while on H2B status?

An H2B visa is for temporary work purposes only.  It is not a step towards a green card.  There are other visa categories that can be used towards a green card, but not the H2B.  It is strongly advised that an immigration attorney be consulted when attempting to get a green card.  It is a complex and lengthy process and one can inadvertently take missteps along the way.

Due to the non-immigrant intent requirement of the H2B, a foreign-national on H2B status may not directly file for permanent status. It is however possible to get permanent status through careful planning and the assistance of legal counsel.
