The regulation states that all composite wood purchased for use or sale in California after January 1, 2009, must comply with the applicable emission standards, which are phased in over a three-year period. However, manufacturers and importers have three months beyond the effective dates of the applicable emission standards to clear inventories of composite wood products produced prior to the applicable effective date. (The sell-through period for noncomplying HWPW-VC, PB, and MDF for manufacturers and importers ended on March 31, 2009.)
