Can a district refuse to enroll or withdraw a student who is 18 years old or older?
No. Decisions to deny enrollment or withdraw teenage students may never be made based solely on the student’s age. Students who turn 18 may drop out of school without consent of the school district or the student’s parents. However, this does not mean that schools are no longer open to those 18 year old students.
