Can a desktop from a recognised manufacturer be bought with linux preinstalled?
You can get Linux pre-installed from Dell (link), but I would recommend installing Linux yourself. Linux runs remarkably well on older hardware. If you’re new to Linux, I wholly recommend you get a live CD. That will allow you to play with Linux before installing it on your computers.
