Yes, under Title 25 TAC Chapter 102 the county can count employee salary and benefits to the extent the employee is engaged in patient health care or other health care services. If you are holding inmates for another political subdivision and you are receiving payment from that political subdivision which covers health care expenditures, you will need to back that amount out from your total inmate health care expenditures.
