Can a consortium bid in view that its effectively a federation of agents, and consequently may not have unified health and safety and training procedures per the directive on procurement?
Per regulation 28(2) of the Public Contracts (Scotland) Regulations 2006, just because you are not a formal company entity, you cannot be excluded from putting forward a Tender. Obviously depending on questions around Health and Safety on PQQ’s will depend on how you approach it and would be entirely down to each individual company.
