Per regulation 28(2) of the Public Contracts (Scotland) Regulations 2006, just because you are not a formal company entity, you cannot be excluded from putting forward a Tender. Obviously depending on questions around Health and Safety on PQQ’s will depend on how you approach it and would be entirely down to each individual company.
