Can a conference/A.I.I./unaffiliated grouping hold back a top team from the tournament plan in hopes of that team getting an at-large berth?
In order for a conference/A.I.I./unaffiliated group to award its automatic berth(s) using a postseason qualifying event, it may not withhold the best team(s) from the event plan, unless there are two berths and the first berth is given to the regular season champion. (The number of teams in the postseason qualifying event must reflect the top seeded teams).
