yes,to apply for the UPSC exams u have to do ur degree,so after completing ur BE u can apply,but start preparing fom now only bcoz out of 3-4 lakh people giving the examination only 100-150 are selected for IAS so a very intelligent student takes 3-4 years to crack this exam and a avreage student takes 7-8 years to crach this exam.
