Page 3 of the Coordinated Family Literacy and Family Support Pilot Project RFP states that the lead agency may be “…either a public or private non-profit organization (e.g., school district, community-based organization, etc.) already funded to implement any one of the programs listed in the Crosswalk provided as Attachment B of the RFP.” Although this will rarely be the case for the Mayor’s office itself, city/town agencies that are providing one or more of the component services highlighted in this RFP could serve as the lead agency.
