A car can be sold without MOT, tax or anything else. It is upto the buyer whether or not they want to buy it without. NO, if the MOT has expired there is no requirement to supply previous certificates. If it has a current MOT then that should be supplied with the car but if it has been mislaid then it is possible to get a duplicate certificate.
