Can a British citizen who only has a tourist visa learn to drive in the USA?

You will be able to drive as a tourist, so long as you have a driving license from somewhere. Usually there’s a length of time you have to live in the country before you have to take a driving test there (for example if you transfer a US or Canadian licence to the UK you have to take the test after a year). But if you don’t transfer your license to a US one, and only come in on tourist visas then you will be okay. It doesn’t differentiate if you’re there for a two-week holiday in a hotel, or a two-month one in your own property.
