Can a Basic Water Energy attached to a Benched Charizard (SF) with the “Energy Burn” Poke-Body be attached to Camerupt with the effect of the “Moving Fire” attack?

Yes, it can. As long as an Energy is providing Fire Energy while it’s attached to a Benched Pokemon, it can be attached to Camerupt with the effect of the Moving Fire attack. When it’s moved to Camerupt, it becomes 1 unit of Water-type Energy.
