No. Blood types are inherited in a predictable way. Each person carries two genes for blood type – one from their mom and one from their dad. The possible genes are: A, B, or O. In addition they inherit two genes (one from mom and one from dad) to determine Rh factor. The O gene is recessive, A and B are both dominant.
