The C++ standard (ISO/IEC 14882) is available for downloading at the National Committee for Information Technology Standards Electronic Store. The cost is (as I write this) US$18.00 payable on-line via credit card. The downloaded document is in PDF form, about 3Mb total size. The draft standard as it were in later stages of the standards process can be downloaded for free. Be warned that the standard is not a tutorial; even expert programmers will do better learning about C++ and new C++ features from a textbook. See my C++0x FAQ for references to C++0x material.
